The Canadian divisions will likely be in Europe or Africa, so there should be nobody to stop you securing the airfield in British Columbia. Improved version of the map editor, which differs from the usual one in that this version does not need to constantly restart the editor and manually rename the province files. The Internal equipment names does not work. So what's wrong with Hearts of Iron? Released Grand Strategy Hearts of Iron IV is a good game for sure. If not, it is possible that the names you used do not match up with those of the actual game files. If that doesn't work, download and install again.
